
RANCHI: The state government has asked the members of panchayats to prepare a village development plan within three to four months so that all developmental projects are implemented according to the needs of the local people.
Rajiv Arun Ekka, secretary panchayati raj, said, "Most of the projects have been planned at the block or district level, at present. It has been observed that in many cases they are not relevant for people of a particular village. At times, it has been also noticed that the actual beneficiary is deprived of the welfare scheme." He was talking during an interactive session with panchayat representatives from all over the state at Gaon-Sarkar Samvad on the premises of Vikas Bharati here on Wednesday.
He added that for development, it is imperative for gram sabhas to interact with residents before drawing up a plan. The gram sabha can also prioritize work to be taken up by the state. "We would advise every village to prepare a development plan within three-four months and submit it to the department. In case, there is some minor change we can always seek the help of experts and modify it before implementation," said Ekka.
Ekka said once villagers take the decision by organizing gram sabhas it will be binding on the implementing agency and no officer can make alterations to favour a particular individual or family.
K K Soan, director agriculture and cooperatives, urged members of panchayats to be proactive in ensuring implementation of welfare schemes. Citing an example he said there are a number of mukhiyas who are confused about their rights while some feel that they should act only after receiving funds for a particular work.
"One does not require money to monitor the function of anganwadi kendras or a school. If the villagers, especially elected representatives, start monitoring it and ensure that children avail of all the benefits, things will automatically improve," he said.
