‘Panchayati Raj is answer to many problems’The Daily Rising Kashmir

Rajouri, May 9: After conducting the block level meetings of Poonch, MLC Shehnaz Ganai on Thursday started bolck wise review of the status of devolution of powers to Panchayats in district Rajouri.
Shehnaz Ganai held interactive sessions with the officers of 14 departments, of whose various functions have been transferred to Panchayat Raj Institutions (PRI). She also held deliberations with the Panchs and Sarpanchs of Rajouri, Thanamandi, Budhal, Anjakote and Drahal blocks of district Rajouri.
She said that government has fulfilled its commitment to empower Panchayati Raj representatives in the true sense and much headway has been made in ensuring their empowerment.

District Development Commissioner Rajouri F C Bhagat was also present among other Sectoral officers of the fourteen departments during the occasion.
Terming Panchayati Raj as an important tool to curb corruption, she said Panchs and Sarpanchs have been assigned the job to monitor functioning of 14 government departments.
Asserting that power necessarily brings responsibilities with it, Shehnaz said Panchayats are basic pillars of democracy and asked the Panchayat members to make public service their priority.
Addressing Sarpanchs and Panchs of Rajouri and Thanamandi today, Ganai told them to come up to the expectations of the people and deliver efficiently.
“It is your prime responsibility to devote yourselves to the public cause. Voters have reposed highest faith and trust in you. Your success is in good performance,” she said and added that the success of Panchayati Raj is in sincere, honest and efficient functioning of the elected Panchayat members.
Shehnaz said that holding of Panchayats elections was a challenge which the Chief Minister successfully met and completed the poll process in a free and fair manner. She said transfer of powers to Panchayats is the exact goal of this government.
“We want to make you powerful enough to perform your role beyond the rural development,” she told Panchs and Sarpanchs.
She said that Panchayats have an important function to perform in the sectors of social welfare, health, roads, communication and rural water supply.
 She added that judicious spending as per the public aspirations should be the standard of Panchayats to achieve.
“Government is determined to empower people at the grass root level to strengthen the democratic set up in the State. The establishment of Panchayati Raj is the cherished goal of this government headed by Omar Abdullah and we are marching to achieve this successfully,” She said.
Shehnaz added that Panchayat system is the answer to many problems that people face at the village level.
“It will also act as an important tool to reduce the chances of corruption and help completion of schemes in a fixed timeline. Honesty and sincerity are the basic ingredients of a viable and efficient Panchayati system,” she added.
Shehnaz said  that the hilly State like Jammu and Kashmir cannot be run from the Secretariat and decentralization of powers and involvement of public representatives in the governance at grass roots is imperative to ensure equitable and holistic development of all the regions and sub-regions of the State.
